Hugo Blum was an important architect and builder from Nový Jičín. The Blum family was responsible for the construction of many business and private buildings in the town, the most famous being the Czech Union Bank, the reconstruction of the White Angel Pharmacy and the Brothers Böhm Hat Factory. The company Ing. Robert & Hugo Blum was considered one of the best in the city.
