The bronze memorial plaque to the victims of communism was unveiled on 10 March 1994 on the initiative of the Confederation of Political Prisoners. The author of the plaque is František Cahel.

The memorial is dedicated to political prisoners from the Novojičín region, tried mainly in connection with the activities of illegal groups around the pre-February officials of non-communist parties and for their involvement in the illegal organisations Blue Flowers and Blaník.
